The politicians give tax money to the arms dealers, and justify doing so by fanning the flames of war.

And that's it. 'Round and round it goes, and there are two primary effects - the politicians and their arms dealer cronies get more wealthy all the time, and lots of innocent people die, but they don't count for anything, since they're mere peasants anyway.
