Not all of it is fenced. As a guess, I'd say half or so of the border is fenced and watched. It's not about protecting the border, if it was I find it mind boggling that the greatest power the world has ever known isn't able to enforce a "blockade" on a few measly thousand miles. The guys pulling the strings don't want to, they just want to put on a show...
