There will never be legitimate elections so long as the ballots and data are digital rather than hologrammed and tamper-resistant physical ballots. Digital data is inherently alterable without much effort and with little trace if done properly.

I disagree pretty strongly with regards to digital ballots being non legitimate. You could easily conceive of a digital voting systems in which votes a cryptographically signed in a way that the voter can validate his vote but no one else can. If you publish the voting data, every voter can account for their vote an make sure that it was tallied. With statistics (since the data is open anyone can do this) it can be reasonably proven that not enough extra votes to influence the election were cast. I believe this system would be much more tamper proof than physical ballots.

What you just described is logistically nightmarish, and not at all fast enough to satisfy Twitter-age voters. The fact is that anything digital can be created from nothing and inserted with genuine records to appear legit. When someone forges a physical document you at least have some forensic evidence.
