Not an outright conspiracy, but Cheney and his ilk (Bush, Wolfowitz, Rumsfeld) have been part of the Project for the New American Century which has some dodgy ties, to say the least.

I wouldn't be surprised if this is another 'hidden in plain sight' sort of statement.
