The SCOTUS has no constitutional right to Appellate jurisdiction , but granted itself this power after the 1803 Marbury v. Madison case. Yes, the supreme court is in charge of interpreting Article III, which defines its own power. This power of judicial review is situational; granted or denied by congress ( further reading on this topic ). This is one of biggest reasons why the house/senate seats are so important. With the right support in congress, the supreme court can quite literally decide the constitutional validity of its own actions. Not one check or balance in sight, when 9 people decide who is innocent or guilty with absolute authority.
