Ya, looks that way. Must have hit a major population center. And telegraph link is now back too with Leave ahead again.

WTF! Google is now reporting that Remain is winning at 51.2%. Within minutes it went from 54% wanting to leave to 51% wanting to stay. Did the voting hit a big city or something!? And this happened just as the www.telegraph.co.uk link went down.

Are the votes counted by absolute population, or do they have some sort of electoral vote system like the US presidency?

Seems like a pretty substantial difference between what they are reporting and BBC's numbers.
