I guess they had to wait until a certain percentage of votes were in. I believe at 70% of the votes in the Brexit reached over 16million votes which means no matter what the rest of the votes say …there won't be enough to surpass Brexit.

You're 100% correct. When it came to Scotland voting to leave the UK, the legitimate and true majority wanted to stay, so they probably released the correct numbers.

But for something like this they won't. They have to acknowledge that many, many voters will vote to leave. The more densely populated polling areas will have their numbers "adjusted" to stay. While the smaller polling areas will show that the majority wants to leave.
