The $210 million is less than the revenue the police force generated over those years. Policy for profit is alive and well in Chicago. Loads of parking and red light tickets. Quotas aren't put in place to reduce crime. Quotas are for driving revenue.

It's all taxpayer money. Doesn't hurt them in the slightest and the offending officers are put right back on the street.

It's the same all over the US. The police molest the public, and the public ends up literally paying for it.

Change it so that all such damages are deducted from police pension funds. You'll see their shitty behaviour dry up real quick.
