Anyone else get the feeling that lone wolf terror attacks are the work of COINTELPRO ops? ( conspiracy )

It sounds pretty easy:

* Find someone with a history of psychosis * Have some agents lace their food or water with drugs * Person slips further into mental health issues * Compromise their computer * Implant subconscious cues * Trigger the lone wolf when the public stops being scared of the last one
