Once they have the amount of people they need, killing the number used would force it to the main switchboard. Thats the most logical answer for the phone issue assuming this is real.

OK, I've thought of one problem about this conspiracy:

If so many members of the public are involved, what's going to stop them from speaking out about the fact that it was all planned/staged?

Never really believed in conspiracies like this but, this one, I'm very curious about.

Edit: OK, nvm, found a logical answer that fits my other comment in here: it's how emergency response personnel are trained/tested on responding to a crisis like this one. The "extreme discretion" is so that the personnel involved don't know what's about to take place and ensures that their reaction/response time are all real..... unfortunately the dates are just a coincidence.
