Obama and Hillary aren't fond of one another. Their dealings are a marriage of convenience, rather than affection. Not saying its impossible, but this doesn't seem to me like the normal mode of operation for a government op. My guess is private funding, perhaps from hillary or one of her supporters in the private sector.
