The probably want crisis actors as to not put their actual agents in the public eye so they use minimum wage idiots. I don't know why they just don't call a daily pay temp agency. Even if one of them turned whistle blower, they could just say they are a daily pay drug addict and deny it so that wouldn't even be an issue.

Years ago, before my time, when Uncle Vito needed something done and didn't want to use his "good" people on, he had the wardens of the state penitentiaries on payroll and told them they had someone coming up for early parole. They would do what they were tasked and free to go.

Could be something along that thought process.
