Most religions/countries do/did this it is hard to make a population change when they do things so instead you incorporate it into your system and give it a new name ban some random symbol and make it not allowed to celebrate it using that symbol and name but ok if you use the new name and do the same things. It makes the leaders feel like they changed something but is actually enforceable, unlike a universal ban would be unless you can occupy every home and not just "control the cities".

It may be a game but think of Skyrim and the ban on Talos worship The leaders make token effort to enforce the ban to say they are doing it but only large gatherings to him got stopped.

It's not surprising. Christianity's traditions as well were "stolen" from the older faiths that people later forced into christianty had had before. It may be either a way of making the new faith appear less alien to one's subjects or just a matter of being used to traditions and adapting them so it's okay to keep them.
