I've been thinking about this as well, especially since I've also been thinking that Anonymous might be some agencies brainchild. If we could Voat for the mods of each community that might help modding problems. Some sort of system would have to be developed to ensure that a human has taken the test. Make it a long process of voating. I HIGHLY suggest Ethics questions from the Ultima Universe. They test your ethics rather than morality.
