If it were just to suss out which conspiracies people would most-readily believe in such a case, then it served its purpose at minimal cost.

I remember my uncle mentioning something like this, but he referred to them implanting some chip into people as well as the UN painting gun owner's mailboxes with blacklight reactive ink all in the same sentence so I stopped paying attention.
