The Cellular Messaging Alert System got hacked by Russia!!!111

I remember sometime around 2011 a guy released a C lib to send POTUS alerts over the cell networks. All you needed was access to that is network and a programmable transceiver (SDR).

This could be that.

Sometimes the system bugs out especially in locations where it's old as hell.

Makes me wonder if it was a mistake; if someone was doing testing and they accidentally send the message to production.

What location are you at?

Was in the USA? What part of the USA? Nationwide? Could it be related to the hurricane? The only other thing, I can think of that would match that description is a nuclear strike. But it would have happened already.
