Despite what Schneier says, I think it's clear that the main state actor interested in doing this would in fact be the NSA - no one has more to lose from the US Internet being operational during key leaks than the US government and the NSA itself.

Further, it's clear that the NSA acts solely against the interests of Americans, and are traitors. Thus destroying free speech by taking down the Internet is fully in keeping with their motivations and goals.
