New World Hackers claimed responsibility for the recent DDoS attacks on Dyn. In their claims, they indicated that this was just a test. They also intimated a loose affiliation with 20 Russian players, and 10 Chinese players.

From a technical standpoint, their claims are plausible.

Plausible scenario 1: This is an alliance between the Russian Government and China, and was, in fact, a test. Then planting the seed that it is some rouge group of hackers. Ultimately, it could be proven that the originating IPs of the attack came out of Russia ad China. That is yet to be seen.

Plausible scenario 2: It really was the Hackavist group New World Hackers. They were testing as they said. They do not seemed concerned with getting caught. The end game? Hold the internet hostage for any number of goals; Money, power, social change, etc...

Plausible scenario 3: ???
