I think it has more to do with Chinese trade and oil going through new Nicaragua Canal rather than Panama, and also Chinese building in the South China Sea.

In either case, Ortega is a joke who most Nicas forget exists except for the few who own cars. Seriously, go there and most Nicas couldn't pick a picture of Ortega out for a police line up.
