all mammals and many birds tend towards neoteny. across all cultures neotenenous traits in women are considered beautiful. large forehead is one of many neotenous traits. there are behavioral neotenous traits too, that you likely find to be beautiful in women. curiosity, timidness, ability to learn quickly, laughter, and ticklishness. all of these traits are traits of youth (laughter is actually a communication of submission). as a human you are likely to find these traits attractive, more so if you are male.
