I'm just going to throw this out there, but since Alefantis was caught lying about the basement maybe this is an organized cover-up of the basement.

1) Seal off the area

2) cover a wide area with emergency officials and equipment.

3) Cover up basement operation (Fill it with cement/block off entrance ways, tunnels, conceal hidden rooms)

4) Emergency personnel/vehicles provide cover for construction/demolition work.
