Until we have freed our own selves from the hostile intervention of agents both human and alien on this planet, we should not be accepting any guests. We aren't able to make a fully informed choice at this point. These guys have waited a while, they can wait a while longer. There's other groups out there that are willing to host true refugees and have the resources to do so without any potential for subversion.

My best guess is they are currently NOT accepted into the group of galaxies, so they have no sitting members, and in this cluster there are no viable uninhabited planets?

Which strikes me as unlikely however without membership life could be much more difficult and they perhaps do not have the resources to terra form?

Genetic modification would be covered under the original rules with regard to the local group that would be they would be strictly forbidden and that would result in a breech of contract.

Foreign desiese is different, but humans would not be relying on Rituli to solve our problem, we would be working together towards the prime mandate.

Ok well this is not about some "savior race" this is about mutual benefit, we are helping them, but there will be rules. Very enforceable rules.

I never suggested that they would be a savior race. If they want to be polite and talk "being-that-exists to being-that-exists." then I'll hear them out. But if they want to go out in a conversation of "alien to human," then I have better things to do with my time. I could go to a local China Town and have "Chinese to American" conversations, since there are long-established reasons for us still not being on the same page.

There are waiting lists that "the aliens" aren't going to bypass.
