Humanity has been held back for over a century because of the suppression of Tesla's invention. Academically he has been sidelined as something of a kook for many decades, meanwhile most of the basis of our power grid, radio, fluorescent lighting and more is the creation of that one man. It's almost impossible to imagine where the world would be after a century of free wireless electricity without destruction of natural resources.

This guy gets on my nerves. He called Albert Einstein a "mental midget" What a fool! Einstein's theories have stood the test of time and been confirmed over and over. The guy invented a magenetic field viewer which admittedly is pretty cool but nothing earth shattering. Very pretentious.

If you're basing somebody's ability to tell the truth on standing the test of time or the number of inventions that they've made, then you should take the word of Nikola Tesla. He described Einstein's relativity theory as "a beggar clothed in purple whom ignorant people take for a king".

There's a lot more to it than this, but Einstein's legacy and the mythos surrounding him is a complete fraud. Much of where physics has gone in the last 100 years is complete nonsense. That fat bald guy is annoying to some people and he doesn't always present his ideas clearly to normal humans, but he's right about a lot of what he talks about IMO.

Tesla was a genius but if you've never actually read Einsteins works, they are quite profound. I recommend you read Relativity the Special and General Theories.

Ok, it has been a few years since I really used my brain, so bear with me here.

The CIA doc shows the basic mathematical supposition for a scalar wave that can propagate without an electromagnetic power flow. "But the question arises as to where the energy is drawn from to sustain such a flow of engergy." The CIA doc supposes "random energy in free space that is built of force fields that sum to zero is a possible approach." There is some more discussion on this, but what struck me is that this possible source of "random energy" sounds an awful lot like what is being experienced with the current EM drive work. Basically, the EM drive is a tapered metal cylinder closed at both ends wherein microwaves are generated and bounce around, but bounce more to one end and thus impart momentum to the system. This unbalanced momentum creates the "thrust" to move the drive in one direction. So, basically, the EM drive is showing "random energy" harvest from a vacuum as supposed in the scalar waves/CIA doc.

What does this mean? Get ready for some leaps forward in physics.

It's probably more likely in the case of the EM drive, that the probability of the distribution of the encapsulated resonating microwave puts just a tiny amount outside the chamber causing the force detected. More likely it's along the lines of the double slit experiment, it's not that the electrons bounce through slots to make those patterns. It's that they interact as waves and a probable distribution of those interacting waves in space is what we detect.

Can somebody give the actual formulation and experimental data behind "Scalar Waves" instead of some guy on Youtube?

Listen to talks and read books by Eric Dollard if you want the mathematical and physical formulation to tesla's tech. He uses different terminology, longitudinal dielectric waves instead of scalar but it's accurate.

Regardless of your thoughts on this topic, The Angry Photographer is a great YouTube channel to follow. Lots of videos on photos and gear, physics and magnetism stuff, and ancient philosophy. He repeats himself too much and isn't always the clearest communicator, but you'll always learn something interesting from him.
