Vault 7 is a rehash of the info snowden released. Wikileaks is run by the government at this point. This is a planned revelation design to induce self-censorship and create a chilling effect on dissent. They don't even have to show the gun at this point.

It's not. This is just the first release, according to their site. There should be more to come.

Releases like this are often done in small chunks over the course of months so people don't forget about/dismiss them.
