The end game is probably just to weaken the CIA. By exposing their tools, tech companies will work to fix the flaws that the CIA was exploiting. By fixing the flaws, the CIA is has less ways of spying, thus giving them less intel and fewer ways to intrude on people's privacy.

Congress has to do it, but they can be dissolved, their functions rolled into other agencies like the NSA, the FBI and the BIR, and all the employees can submit resumes if they want to be hired on there.

You can expect some guidance from the White House on the new apps.

Yeah to me it's not a big deal and here's why. This is really nothing because at the end of the day what is being exposed is still some what control-able by us. I have enough knowledge to use TOR, private VPNS, etc. You could go even more crazy and use pay as you go phones and keep them in faraday cages when not in use. Pay cash for everything, don't use social media, etc...
