A somewhat similar thing happened at the republican presidential convention in 1972. There were many protestors, but also Quaaludes were everywhere and cheap. A bunch of protestors high on Quaaludes... I've always known it was a plot for crowd-control purposes.

This may be just the thing to increase attendance at a protest, "I'm gonna go protest, and then feel real mellow".

Though honestly I can see this backfiring in hilarious and tragic ways. I look forward to the hilarious, like accidentally knocking out the protestors and attendees of a G8 summit. I fear for the people who don't respond well to the chemicals and just don't wake up.
