They got their own chipset manufacturers. I think Russian one is Baikal, I dunno about Chinese. You can bet those chipsets got backdoors as well.

I`m assuming they must be capable of producing motherboards as well since they already produce CPU.

This goes to show that the CIA does not work for the USA Government. They, much like the NSA, carry on regardless of how obscene or illegal their activities are and with our full knowledge of their criminal activity.
