When I downvote normally it seems to work but if I later open the page in a private browsing window they are no longer registered. I don't know enough about reddit mechanics to know if this is normal or not but it does seem to fit OP's description.

Ah, so perhaps downvotes are only restricted in a private window.

More likely they do not show up while logged into the account downvoting. Once you log out and clear cache it shows the real number. 9gag for example uses the same mechanism.

Odd ... before I was Shadow banned had 2 people reply and said they couldn't as well.
