This is not good.

Under Obama the CIA would recommend strikes and military would carry them out. Now CIA has full authority to drone as it pleases, which hurts transparency.

They consistently work towards consolidation with their actions, whether it comes from new tech that everyone already knows about, to convoluted agency policy, which requires prior knowledge and reading between lines.
