tl;dr

It's a study the CIA published in 1984 on their Remote Viewing program. RV is the ability to focus one's mind on a single place and time and extract factual sensory data from anywhere. This study indicated that the day of a certain kind of solar flare was the least effective time to do it, and 24 hours after that was the peak time for maximizing one's psychic ability. The best RV viewers had a success rate of over 85% using the technique.
