I'm not questioning it being used how they want and not documented publicly, I'm questing that it went away to an unknown source. Those making back room deals have a good reason to keep track of things privately for their own protection though not in the normal records for the same reason. Also if your argument is that we don't know how it was used due to no audit, I have to question if the use is really unknown due to there being no audit. Any time lack of evidence is claimed as proof it is questionable if the reason presented is the real event or if it went to another again due to lack of proof.
