Herion isn't an epidemic in the US because of Mexican Cartels. The CIA is why the US invaded Afghanistan after 9/11. If you don't believe the highest levels of the CIA are involved with this heroin trafficking, ask yourself how else all these tons of heroin would be getting here without massive ongoing busts.
