lets face a very harsh fact, russia is surrounded by missile defense systems. they have to rely on a very specific ICBM that is very fast, and they do have those. but they don't have enough of those. those are the only effective nukes they have, none of the others will ever touch american soil. most of the mach 7 ICBM's will also be shot out of the air, but a few will hit landfall. russia on the other hand will need those shelters, which the US for the most part will not. it isn't a pissing contest, because its not a close war. russia will be devastated and if it goes to full blown all out nuclear war, most of its citizens will die. at the end of the day, those shelters don't have enough food. those who survive the initial onslaught will starve as all of the crops will be incinerated.

it won't be a close war. that is why this is propaganda. china knows it, the US knows it, russia knows it. this is no pissing contest, it would be like a pissing contest between a elementary school child and mike tyson. the only thing russia has is a tundra field. if they nuke their own land, they can fuck the world. this is their best defense.

i don't care who wrote it or said it, it sounds like russian propaganda. sure it might not be, but the reality is that it sounds like an empty threat. will full out nuclear war with russian and china be terrible to pretty much everyone on earth? sure, that is true. but will china and russia somehow fair better than the US? not at all, not even close.

sounds like shitty russian propaganda to me. either way, what the article doesn't mention is that even though the US government will likely dissolve over a nuclear war, many if not most of its citizens will survive. the same cannot be said about russia, and the war with china would see a 10 to one ration of chinese to americans killed. china's price to pay would be much much higher than the US.
