After the article that I read here on boat talking about Germany supplying hardware and outsourcing boats from other nations it makes sense that she is talking like this. If Germany and other nations build their own unified military then dependence of the US drops and she can take a bolder stance.

However, if shit hits the fan ... She'll be wanting US support.
