its a little hard to hear and difficult to understand him because his 'English' is so ghetto Jamaican-like but I think he said the government set up some kind of funded 're-generation' service on these buildings, the government instead of building new homes or fixing up these blocks then created a fire hazard? So he alleged a conspiracy where the flats apartments would catch fire and the British would later be forced to be knocked and bulldozed because of the deaths? the news reporter keeps trying to cut him off from talking about any conspiracy saying 'we don't know' etc
