I live in the middle of nowhere now with complete freedom but i used to live in Austin in a little subdivision with an iron fist HOA. Keep in mind, it doesn't rain in austin in the summer and water doesn't just magically appear. Well, i fought for months about my brown grass. They threatened fines etc because i refused to make my grass green while in the middle of a severe drought. They finally backed off when i got a lawyer friend to write a letter. So stupid.

I've read articles about people with front yard gardens getting fined/going to court to remove those. I'm not sure what harm will come from having tomatoes in your front yard, i doubt it's anything but city council idiots wanting a "pretty" town, but they will create an excuse for it like rodents or something.
