I'm starting to think there's no ideology here. As with the Goog's recent fine, I think this is just a cash grab. I mean, there's an ideology, sure, but they're not hoping to enforce it so much as exploit it. Cf. Rand: " 'Did you really think we want those laws observed?' said Dr. Ferris. 'We want them to be broken.' " This is just the ideology that they feel the public will justify.
