No, their economy and military was moving but they still had a backward system almost like the Soviets or N.Korea...everything Asia in global trade was made in Taiwan or Japan...S.Korea was coming along. The Chinese they probably learned much by watching Taiwan, Japan and HongKong...HK which was part of the British Empire and finally handed back in 1997?
