People are becoming more skeptical of government action which could cause war. Who can dispute that the NDAA, mass surveillance and Patriot Act are antithetical to liberty? But the USG keeps using the "war on terror" as the excuse. The connection is going from "war=protection" to "war=slavery". The "rally round the flag" effect has been over used, and the USG is going to find it near impossible to generate a new war unless there's an actual provable attack on American soil from a real nation state.

TLDR: The connection in peoples mind has gone from, "war is the protection of the country" to "war is the loss of liberty".
