...THEN its possible that these storms are natural but redirected or enhanced to force trump to play his policy differently then he otherwise would have. The sudden massive damage provides an opportunity he cannot pass up (either he does it or he looks really bad) and has to blow tons of cash just to break even on disaster, which puts the hamper on his ability to strong arm a budget. he has to pass disaster money, so maybe bypass the wall in the meantime?
