I have a problem with this for one simple reason: there is no logical excuse for the USA to keep practicing on themselves. The hurricanes have always headed towards florida. and Typhoons rarely hit the states at all.

While I don't doubt we can modify weather, the notion that the US keeps hitting itself as proof of weather manipulation makes no sense. why not a sudden massive storm in russia, or china, or north korea?
