So a corporation spends Billions of dollars developing, bribing and lobbying and testing a new wireless band and supposedly some internal test scientist is supposed to be able to produce unbiased conclusions if it were unsafe in some way?

Fuck no, this is impossible. They would just replace that scientist and gag him or her. Potentially due to non-compete arrangements which are fairly common now that scientist would have to start his career again in the new field.
