If the government wanted to make an argument for vaccine use for instance, they would go about it by blowing out of proportion the breakout of a minor disease for which the vaccine provides the "cure" and having it in the news all day like we saw in disneyland a few years ago. a few hundred sick, maybe 2 deaths in trade for literally billions of dollars in pharma income and the sense that only government can help.
