The casings were left over from the civilian shooting, the spray from the suicide was off-camera, and the picture was taken shortly after a gunshot wound to the head where the blood had pooled around the brass. This is proof of nothing more than the guy is probably dead.

How did they end up "on top of the blood?" It's the fucking capillary effect in the carpet dude.

The blood pool is thicker in the middle, it takes longer to dry. It's probably where the exit wound is.

Because blood from different parts of the body have different consistencies, one was more water-like, and soaked into the carpet faster before the picture was taken.
