He's implying that the sonic attacks are US propaganda used to drum up support for an US invasion of Cuba.

The US says it does not know who what why or how the sonic attacks are taking place.

You'd think that if the US wanted to pin this on the Cubans, they'd say "it's the Cubans and here's how they did it."
