Curious why these are being posted in conspiracy. I'm all for alt-energy solutions, but definitely not a conspiracy. (Same goes for your other post, about making graphene with a DVD burner.)

get a DC power source. any electronic plug with a box will convert ac to dc. theyre called ac to dc adapters and they say what the input and output voltage is. 12 volts should be enough.

get distilled water in a clear plastic container. pour into a glass jar.

add either lemon juice or citric acid (citrate) as an electrolyte. this will allow the water to conduct electricity. currently they use salt. using citrate will also ensure that the silver nanoparticles dont clump together.

splice the ac to dc adapter wires. connect to alligator clips. connect alligator clips to 9999 silver coins and submerge only the coin into the water and citrate.

plug in the adapter.

the coins will begin to bubble and blacken on one and whiten on the other. this is an oxidation reaction.

store in a glass jar out of direct light. the light will react with the silver and degrade the quality.

use for cancer. hiv, infections, et al

silver nanoparticles have antibiotic, antibacterial and antifungal properties. most colloidal silver is made with salts which creates silver chlorides which are toxic. another unintended occurrence is that the silver particles will clump back together in bigger parts. to avoid this and make a much better quality colloidal silver that isnt yet on the market, copy and paste the following comment,
