And they have never got over the 60s when they were run by the Russians.

In the documentary I saw that mentioned this they presented it as though poor naive little America was in over their heads and had no idea how to obtain international intelligence, so our allied brothers had to come over and teach us how to set up the filing system and rolodex and such.
