That is a passport photo. The face has to fit so much of the image, it has to be cropped weird. Face forward against neutral background is fairly standard.

When you work in the Aerospace industry in any capacity, there is a good chance you will need to move between one or more secure hangars or FBO's. [Fixed based operator = private airport often attached to public airports & sharing runways & taxiways]

When you work at these facilities, you will have your ID badge from your company [in his care Lockheed Martin or Nasa or whatever subcontractor he was working for] and then you get a local badge printed up which gives you access to the part of that local facility you need access to.

I have about 20 of these ID's and most of them have photos of me severely jetlagged or under crunchtime. No time for shaving and half awake.

Now I don't believe the official narrative for an instant. Only a fool would believe this Government based on how many lies we catch them in on a daily basis. But I don't think this is a mugshot.
