how in the fuck is this simply legal if they go into international waters and yet a sex and drug cruise in international waters somehow remains illegal? US laws on sex and SOME drugs travels outside of US land and follows citizens wherever they are in the world but torture laws do not? that is absolute bullshit. laws that restrict government should be the very first laws that also travel across borders. no law on citizens should cross borders until all laws on government do.
