It seems like "terrorist" attacks happen at places around the time certain documents need to be accounted for.

Main attack I can think of is the Oklahoma City bombing, in which the records for "Gulf War Syndrome" (using depleted uranium ammunition) patients/soldiers and Bill Clinton's Arkansas records (for some reason) were held there and subsequently destroyed by the attack.
